The $800,000 Investment Is the Starting Point
The first decision is how much capital the family should set aside for the EB-5 investment itself. For qualifying targeted employment area or infrastructure projects, the current minimum investment is $800,000. A targeted employment area, called a TEA, simply means a qualifying rural or high-unemployment location. For other EB-5 investments, the family should plan around $1,050,000.
For EB-5 investment for Indians, this is where the budget becomes clearer. One pool of money is planned as investment capital. Another pool is kept separately for fees, remittance cash flow and family needs, so the EB-5 decision fits comfortably into the family’s wider financial plan.

I would break the budget into five buckets.
1. Investment Capital
This is the $800,000 or $1,050,000 capital allocation. The statute also provides for an inflation-based adjustment from January 1, 2027, so families already evaluating EB-5 should include that date in their filing timetable without guessing the adjusted amount.
2. Filing Budget
The USCIS fee schedule currently lists the Form I-526E general filing fee at $3,675. It also says an initial Form I-526E filed on or after October 1, 2022 requires a separate $1,000 fee under the EB-5 Reform and Integrity Act. A family should confirm fees again on filing day.
3. Project and Professional Budget
Regional-center administrative charges, legal advice, Acquest advisory, documentation, valuation and banking costs belong here. DHS used about $80,000 per investor as a baseline regional-center administrative fee assumption in its July 2, 2026 analysis. That is not a mandatory fee. Each project’s documents decide the actual amount.
4. Family Green Card Budget
The family should also budget for the Green Card stage. Costs can differ depending on family size and whether the investor adjusts status in the U.S. or completes consular processing from India. Adjustment of status means applying for the Green Card from inside the U.S.
5. India Remittance Planning
For resident Indians, RBI’s Liberalised Remittance Scheme, or LRS, allows up to USD 250,000 per resident individual per financial year for permitted transactions. LRS is not the only possible route for every family, but it often shapes the transfer plan.
TCS is also a cash-flow item. TCS means tax collected at source when money is remitted. A 2026 PIB budget release states that LRS remittances above Rs. 10 lakh carry 20 percent TCS for purposes other than education and medical treatment. Treat this as cash flow to plan with your CA, not as the EB-5 investment itself.

Why Project Cost Is Not Only the Admin Fee
When families compare EB5 projects, the administrative fee is easy to see. But EB-5 project cost is only one part of project selection. The better comparison looks at investment structure, developer economics, capital stack, job creation, expected investment period, repayment strategy, regional-center experience and immigration category. Capital stack simply means how the project is financed.
That is why EB-5 investment projects should be reviewed with both financial and immigration discipline. Processing Time Belongs in the Budget
eb5 visa processing time is also a budget question. USCIS historical data shows a 9.1-month FY2026 median for completed I-526E petitions, with FY2026 data covering October 1, 2025 to February 28, 2026. This is a historical median, not a promise for one family.
For EB-5 visa cost for Indians, the Visa Bulletin matters because project category can affect visa availability. The September 2026 Department of State Visa Bulletin marks India EB-5 Unreserved Final Action as Unavailable, while rural, high-unemployment and infrastructure set-aside categories are Current. Current means visa numbers are available in that category for that month.
